PRL approached WGO, Casey (former MD of PRL) executed the RTO providing WGO with an ASX listing and the ability to raise capital, completed several successful capital raises, and was able to manage the relationship with Strike effectively enough for them to drill successfully within a year (something DD hasn't been able to do since). Then he got them the reserves certification.
The real question is what has DD done since?
