It would be no great surprise if the PM was a tad corrupt, but the issue of a company being able to finance a project is a real one. Many African countries have been bitten by projects being developed to say PFS stage and then flogged off at a great profit ( which they do not see) I believe that governments are trying to establish the financial strength of foreign companies before they make final sign off
