I 100% agree. However, SHALL is probably the strongest word used in most legislation where the Govt are part of the process.. even in Australia.
WA Mining 1978: MUST is cited 27 times... SHALL is cited 518 times.
I've been involved with commercial litigation for 20 years... I would and have litigated on SHALL.
