    I think it would work the other way around. Design the plant, find out how much it will cost and then get funding. If it does end up with a price tag of $1Billion, it is good night Irene. I can't see anyone giving $1Billion to BLK or partnering with a company with a market cap of $10million. If I had that sort of money to fund such a project I would go and find my own deposits.

    I do hold BLK so I hope I am wrong.
