Australian Governments, both Labour and Liberal have attempted keeping the country somewhere within cooee of world standards in telecommunication. Both Howard and Rudd governments would have preferred that the necessary development would have been undertaken by the private sector. However, the dominant player in the private sector, Telstra, sort to protect its market dominance by dragging its feet. They paid dividends instead of investing.

NBN is best understood as an expression (a rather clumsy expression) of government frustration with the private sector's failure to invest in telecommunications.
