I know you're obviously talking from experience. I am also talking from experience, so it must vary from company to company, I've never ever seen haul trucks "park up" when it rains, and in any rain or heavy rain I've never seen train load stop or CHPP , same with stackers and reclaimers.
only time I've seen anyone parked up is lighting alerts for short periods.
maintenance on the other hand, tools down if you're exposed to rain. that's my personal experience, be good to know what BCB protocol is.
