You'll probably find that only PXA/BG are in disagreement. The other 2 are just poorly funded and have no money to commit to the JV agreement. HeN is and was essentially PXA who were defaulting cash calls at the end of 2008 drilling campaign, but were rescued at the 11th hour by QGC.
