For 10 years I've been reding your guessing and hypothesising but now it suits you to wait for the facts, whatever suits you and the ICN cause on the day.
The statement about trading on an uninformed basis does not mean it has not been declined and its unlikely DNRM would not have made a decision by the deadline assuming the renewal application was made on time so either it was declined, or Icon did not submit it on time.
Icon do not say DNRM have not made a decision, they are saying the market is not informed and that could be because it has been declined and ICN is seeking a review of the decision not to renew, and the most likely scenario in my opinion.
