    john,
Party scrutineers can do nothing but stop the other side from making erroneous or aggressive challenges. Once the vote has been clicked into a paperless computer, no scrutineer can save it.
In Oz it's very different. Here the scrutineers can go and watch as the paper votes are counted. Usually, the atmosphere is so relaxed that when a counter (member of the Electoral Office) feels uncertain about a vote s/he asks all scrutineers (as well as the presiding officer) But overall there's little room for shoofty shenanigans at the booth. Elsewhere, maybe but little if none at the booth.

In USA there were many instances of votes not registered, puters rolling back figures, 67000 votes lost... I mean, what have we got here, a voting system or a terrible (terrorist) joke?
