    It was posted the other day by Sav that while JV partners are in default they are not entitled to any results.

    So while PXA isn't paying their share CTP wouldn't be able to release results - it would give PXA an unfair advantage to know the results before they "choose" to pay (as they seem to think it's voluntary).

    Just one interpretation.
