Cash burn = spending money on something that has no productive value. Do you consider the cost of paying a brickie to be a "cash burn" for a building project?

I understand that you don't know what they're spending money on, and most of this is due to them, again, not differentiating between actual real opex vs capex paid for by internal operations.

To answer your question, I will be concerned when they stop developing things.

The things they're working on that cost money/ require software dev/ maintenance, potentially a degree of legal compliance, not to mention marketing:
