Another article today quoting Chalmers, labor are further distancing themselves from the "Tax". They have obviously used it as a scare tactic to get some sort of quota deal.
I would imagine the goal is to probably have some level of exisitng or newly approved projects to have an allocation for national reserves.
Positive is that it will mean more of our projects are likely to get approved, negative is that a marginal amount of that supply will be fixed at a cost + %.
Either way, much better than a tax.
