Yes, I belive the part who is not signing the deal is CUE. If it is not Todd who has this negative influence on board, it is Petrochina's share who is holding the signatures off this huge deal. That means Chinese companies plays their win-no win games again.
It is not possible to deal with them in a win-win situation. I had this experience on my other shareholdings before. Because of that I sold my shares in CUE and bought more MOE. I thought CUE couldn't go anywhere with those type of shareholders on board.
