Why are you so focused on PetroChina?
No indication they are the cause of CUE (if it is Cue) not wanting to sign the side agreement.
You are speculating far too much IMO.
If CUE is unwilling to sign it would be becasue the board feels by signing it is not in Cue's best interest plain and simple. We don't even know what rights CUE and/or MOG have been asked to sign away.
