Malt I wonder if they never had the tool onsite and always planned to get it there when required?
I imagine BH would charge for the tool sitting around and that might never be used?
Having thought on it overnight, I suspect BH probably gave Ivz a time bracket they needed to get the gear to site but it proved more difficult logistically than BH planned.
