Aside from position reporting delays, which are easy enough to identify next day, gross short position arises from borrowing stock, independent of trading. So if you borrow stock but trade it a few days later, your short position occurs when you borrowed. Similarly, if you have covered but not returned the stock, you are still short. This, among others, is a reason why gross short position data doesn't align with the sum of traded position. Another is double counting of onward lent securities transactions.
