I don't understand why they can't delay announcing to market if anything material surfaces.
Obviously that wouldn't be complying with the rules, but it can be and I imagine is often done.
For example, retrieving seismic data from a third party - "Seismic data is ready sir" "Ok thanks, can you please not send it over until tomorrow morning?"
or
"We must do our some of our own sanity checks and clarify a few things before we can comfortably announce anything to market"
There we go. A delay easily done?
