I think, by one third , he is referring to 1/3 of the Artemis present partners, and more Precisely CUE.
So, what he is (more than likely) trying to say is this: CUE with one third of its decision making strength (process) can not ultimately sway things either way.....
However, IF that is what is he insinuating, he is wrong, for CUE maybe 1 of the 3 partners, but its Power is just over 1/7th (15% out of 100%)......(And yes, even with such a low % a Partner can have the power to influence things)....
