or like when that same person digs a hole with six people on traffic duty, finishes digging the hole and waits two hours for the supervisor to say it’s deep enough and then wait for the tar truck to arrive then have your one hour lunch break….oops, we are now on overtime, better wait for that supervisor to approve it, nup, ok off home we will finish the hole tomorrow after our stop work union meeting. etc,etc…..and it damn well happens that way, especially councils.
