I'll add that what 3M are doing now in testing is their bread and butter. These are the types of services they provide to clients, where they test and develop and fit an application into their delivery mechanisms.

3M may need more time, all the planning in the world doesn't necessarily mean you finish your goals in time, however, I agree if they had decided not to pursue further, they wouldn't hang around until the end to advise of teir intention.
