The practice is called hosing down. The management may want the share price to fall. Check out BPP and see whats happened in that company. If TNT made a profit and the dilution stopped the share price would rise but I dont think this would be in the best interests of some of the main players . If TNT tried to cap raise at 300m shares @ .02 which they could it wouldn't get filled. If you check out BPP you'll get an idea what I think happens next.
