Assuming connection can be arranged, the pipeline is only 6 inches wide, a relatively small diameter and has only a theoretical capacity of 21 or so, and the ramp up to COI maximum allowance of 10 (forgot the units) would take 6 months and need to be pressured to max out capacity.
