So if there is fighting all over Victoria from Niddrie to Toorak, Victoria will descend into chaotic violence and disorder all across Melbourne. It will be unable to be protected.
it might be too hard to protect all the sites from Niddrie to Toorak. You need more than VICPOL and Australian Defense to do that.
