They're sidetracking just below the casing shoe. Sidetracking inside the shoe would only happen if they didn't have enough open hole below the shoe to get the build and drop section of the sidetrack done.
Sidetracking inside casing also requires a whipstock and there'd also be multiple trips as well to change out BHA's
