The Liberals had a review, which they published, after the last loss. Go look it up on their website - it mentioned not harrassing women, being culturally sensitive, and having a more sensitive, multi-cultural representative 'face'. They have done none of these things properly, so they lost.
Let us look at the simplest level - why did the Liberals lose in Victoria? The answer is (oversimplified) not enough people voted for them, as opposed to the number who voted for others.
Asking those voters what it would take to get them to change their vote is the obvious next step. The population of Victoria prefers certain outcomes that many on this site see as Left Wing/Socialist/awful/evil.
The reality is that the people the Liberals want to vote for them just don't agree with them. If the 11 point (12 if you count gonads) plan put forward is any indication of the sort of thinking that the Liberals must appease, then they will forever be in the minority. Not enough people think that way, thank god.
The modern Australia gives women the right to have an abortion, gays to get married, and immigrants to have a go - anything else is just not going to get enough votes.
