Good Point from David Dickson that this project is very similar to an oil & gas project.
I'd add that oil & gas into desalination (reverse osmosis) into sugar production (crystalization).
All 3 industries know how to scale effectively.
Oil & gas for instance - think about the CSG major projects with drilling & well head separators & reinjection & all those major projects built around the 2010s by Santos, QCG & Origin Energy - there were tens of thousands of people mobilized & multi-billions spent in a short period of time in the middle of nowhere.
This is not an unknown & there are people all around the world who have been involved in these mega projects who know how to manage them through to successful delivery.
