Master of Philosophy (MPhil) is a bit like a Doctor of Philosophy (PhD); you can get it in any field, it just means that it 100% of the Master's degree was pursuing a research project
A Master of Science typically does have a large research project component, however it also has 'taught units' - with exams and assignments and that sort of thing. One last example, it's why a Masters in Business Administration (MBA) is an MBA, and not a Masters of Philosophy (Business).
There's also a cultural aspect, commonwealth countries don't typically do 100% research masters, that being the common distinction between Master and PhD programs.
