If you mean should a person prove they have consent to have sex with someone else the answer is ABSOLUTELY.
May I try a few scenarios?
If I take your car and drive it around, I believe I would need to prove I had permission to do so if you reported it stolen.
If I came into your house I believe I would need to prove I had permission to be there otherwise I am charged with trespassing.
If I want sex with someone I need to demonstrate I had consent otherwise I am invading that person's personal space without permission. Given the long term trauma and psychological damage to unwanted sex I think this situation should have the same level of consent as the two above examples. It's not even a high bar really.
Who has a right to have sex with anyone they choose without their consent?
