Proposal for a resolution of the Riksdag
The Riksdag supports what is stated in the motion on changes to the Minerals Act and announces this to the government.
Justification
Sweden's future need for electricity will increase sharply when society is increasingly electrified. For both industry, companies in general and households, it is important that the electricity supply is stable and long-term. It will be absolutely necessary to expand nuclear power in the future.
Despite the fact that Sweden has 27% of Europe's uranium deposits in our bedrock - not least the occurrence is high of the alum shales in the marginal areas of the mountain range, Skåne, Billingen in Västergötland, Östergötland, Närke and on Öland - it is not currently legal to mine uranium in Sweden.
There are thus good reasons to believe that uranium mining could be profitable now and in the future. Not least, it would also be positive from a security point of view if Sweden could be self-sufficient in uranium. In addition, it could be a good export opportunity to other countries that also want to change their electricity production to become fossil-free.
Since the change in the Minerals Act, which means that uranium is removed from the list of concession minerals in ch. 1. 1 § 1 of the Minerals Act, entered into force on 1 August 2018, it is no longer possible to obtain a permit for the investigation of uranium deposits or their processing. The Minerals Act should therefore return to its original wording regarding uranium that applied before the change on August 1, 2018, so that uranium mining becomes possible again in Sweden.
