There is some truth to that, but it was a couple of hundred years back.
Now, think of all the acts of genocide committed against people of other countries during that time, let alone just the last 20 years, and explain to me why the people of those countries are not all alcohol and substance abusers?
I would say its because they had or got jobs and just got on with their lives. its very hard for unemployed Aboriginals to not abuse whatever out of boredom/frustration. Aboriginal employment is a priority, in my opinion.
