Tower Semiconductor have to be a contender going on available evidence. While not a “household name” as Coby inferred recently, they have a 51/49% partnership in Japan with Panasonic which started life in 2014 as TowerJazz Panasonic Semiconductor Co but recently is simplified to Tower Partners Semiconductor Co.
Heavy suppliers to the Japanese auto industry there’s further circumstantial evidence as Coby again has inferred they were urgently seeking qualification for.
Now TSMC are building a Japanese fab in partnership with Sony this factor could have kickstarted others into action.

All speculation but this one satisfies all criteria available imo. Also based in Israel so nice and close.
