Go back and read all of the sorted details with the original agreement with Sayona (and partner PLL) where the government of Quebec stipulated that once the ability to refine (at any site, including ones not owned by NAL) was available in Quebec that the partners must agree to prioritize it there first. So in essence signing the deal to be a partner in NAL was also signing a deal that they agree to upstream refining in Quebec, end of story. PLL will abide by these rules or lose the ability to do business in Canada much like the Chinese have.
