The fastest time I have seen from discovery to operations was Nova - (Nickel now held by IGO). Sandfire was fairly quick too.
Probably need at least two years drilling - work out metallurgy and processing, geotechnical, environmental etc. Depending on government approvals etc.
Two years in construction.
These things don't happen quickly.
