I am in the mining industry in Canada, my role is the early works and development stages. We drain lakes all the time for mine developments and expansions.
New lakes are built to compensate for the habitat loss, fish are salvaged. If you don't believe me look at the IAM Gold Cote Gold mine that is currently being developed.
One of those lakes will eventually be a low cost tailings pond.
