"TER will be worth nearly nothing in about 8 years time"
And here I was thinking that TER might be worth a gamble. Without putting words in your mouth, I guess you are saying if the coal price stays where it is, the investment might still work out...but if the coal price declines, there is scope for unrecoverable losses.
Maybe the entire country, citizens and industries, should be subject to unsustainable high energy prices for the benefit of a handful of coal companies.
