Pasqual , No pun intended here mate as ,I THINK ,it depends on where one was to buy in Mt Eliza as to whether one would infact gain much from the bypass other than a probable decrease in traffic on Frankston flinders rd and nepean hwy .

ie; the biggest net gains will be for those from Mt Martha and MAYBE Mornington downwards like safety beach, dromana, mccrae, rosebud etc
They won't have to deal with the Mt M , Mornington, Mt Eliza intersecting round abouts and the Frankston traffic lights etc.

Those who choose to live in the Mt Eliza section close to the beach nearer Frankston , I'm guessing, will infact still use the older freeway . So that gain mightbe worth say 5 mins with decreased traffic .
    Little hard to know .

I also note there mightbe additional suburbs or extended suburbs popping up on the sea side of the freeway as some land will be rezoned . Then in 3-5 years after completion they'll need to widen the dam thing to cope with the extra traffic .lol akka sth eastern/Monash , which will then slow it all down again .
Take your positions girls and boys !
