I looked at the Basel AML index (index.baselgovernance.org/ranking, "ASSESSING MONEY LAUNDERING RISKS AROUND THE WORLD") and Oz is ranked 115 out of 128. For reference, ranked 1 is the Democratic Republic of Congo.
Sounds like you just pulled that statement out of somewhere dark.
