My theory is as per the original post ("Petrochina perhaps?") and is that IF the farmee is PetroChina, then it would be logical for them to delay the announcement of the farm-in deal and its subsequent submission to the FIRB until the the FIRB has fully approved of the Arrow deal.
This could be conveniently accomplished by PetroChina's
influence on the Cue Board.
