It's interesting and I don't blame the Howard Government for this but Treasury has shown that Australia entered a "structural deficit" under the latter years or the Howard Government. Treasury had thought that mining income would provide a permanent lift to national income and consequently we had tax cuts and increased Government spending that in hindsight shouldn't have occurred.
