Rudd is fully aware that no one wants that...and it won't happen. The government would be thrown out of office before the situation became that serious.

Australians realise that Rudd is trying to come up with a sustainable solution that does not involve inhumane treatment of innocent people. The opposition is just indulging in political scaremongering and grandstanding, and the public knows it....and doesn't want a return to former ugly policy.

Rudd will do what he needs to do as the situation unfolds. You watch.
