My understanding of my 1000 hours of research about rules, showed me (as I said my understanding), that any ML will get the major owner of the project, and the ML will be granted by minister of mines.....

So here is my understanding:

Major owner is due to the fact it is not sorted out not clear and many gov reprentatived persons are involved for corruption..... IMO

They say, AVZ was not proper prepared to get the ML.

I see it twice... IMO
Not signed is not signed and you need more parties to sign.....

You obviously found your guilty, and it seems nobody can change your mind about it.... So let's see if BOD will be guilty.
