What uncertainties are those? NWE are fully funded for the drilling section.
Shows it quite clearly in your bidder statement how much cash NWE has.

Then when it is development time I'm sure the funds will be forthcoming so move on with your rhetoric.

I'm more concerned about the delays in the drilling program. Where's the rig? Well application was approved on the 6th of Dec. So it's certainly not govt bureaucracy holding it up.
