Agreed, The pilot of the departing helicopter should have known there was an airborne helicopter approaching the helipad. The pilot of the approaching helicopter should have been aware there was one sitting on the helipad either about to liftoff or nearing to lift off. Both pilots under those circumstances should have had their eyes glued on each other, besides very brief scans of flight instruments they should have maintained complete visual awareness of each other. A failure from both pilots!
