Frm memory Talbot flogged his shares to Mittal for $20/sh, so the majority stakeholders won't agree to a lowball $13-15/sh offer.
Arcelor in particular watched the SP plummet to $3 straight after (thanks to the GFC) so I doubt if the 47% stakeholders will even agree. However, with Xstrata giving up its quest for Anglo-Coal last year, who knows how far anyone could outbid each other.
Not sure if will hear the Chinese entering the fray yet, remember Yanzhou t/o Felix in Q3 '09 for $18.05/sh (A$3.54b) in a similar situation.
U could add COK & CEY to y'r portfolio, particularly the former as its cheap & just went cash +ve in Q1-'10, great assets in the Surat & Bowen basin & low cash costs as well (under $100/ton) & will make the most of the increase in coal prices this year (both PCI & Thermal) & already has POSCO on board.
