I'm just trying to think a bit deeper on this from what i would do in SM's shoes.
And as BenEmily1 said, SM is pretty strategic in my mind.

It just seems pretty clear, that having the current presidents Chief of Strategic Comms mention M2, plus SM meeting with President and SWF, shows the level of interest from the current political regime. They can drive for things to happen different to normal timelines........and this some does seem quite opportune.

As for the oppies, it is in the company's interest to have these exercised.......for additional funding. So if they can get them ITM then I'm sure they'd be more than happy for the cash it brings, especially if the timing is so close (what i'm not across is how much $ it would bring in, top of my head can't remember how many then are on issue)

Of course, i do agree that SM's imperative is not to rush for no reason. There's years of work here once funding for the ongoing pipeline flows.
The business obviously isn't here for short term trading, it's a long-term investing commitment.

The points made are just to highlight what might be reasons for SM to move at pace........but as you say, might not be, but they still move at pace (or not)
