so if I am understanding this 'dispute', it's about whether the pre 79 regulations apply to Lithium per se as opposed to 'salts' because Lithium is a metal. Is that correct?
If this is correct then it's a curious distinction because 'salts' are made up of metals and another element like for example "sodium Chloride". Lithium Chloride is also a salt. And Lithium Carbonate is also a salt.
I must be missing something ... Is a salt a metal? Don' think so.
