It's hard to ever get back from sub 1 cent land, it can be done but you have to something of substance behind you (like a major oil field or bio-pharmaceutical discovery ) to get re rated.
From what I've seen of ECT since I (unfortunately) bought into it is less about strategic implementation and more about running all over the place to the next photoshoot to announce something else they just thought up.
Half expected to see them announcing they would be diversifying into crypto currency mining when the 9 megawatt hydrogen fuel gas turbine generator at Bacchus Marsh (artists impression only) somehow manifested itself into existence.
