They are clearly not managing their activities WITHIN the budget parameters - they are just doing what they need to do and then sit back an count the costs.
The next big question to consider is " are they going to shutdown operations and reassess the situation ?"
Just like Tungsten West (ex Wolf Minerals) in the UK did..........
