i guess this is a play by the institute investors. we have insti invested at 90c last sept and oct, but sp has been drifting down since. using this EPA event, i think some big boys use their bots to bring down the sp, triggered stop losses, so that they can build up another holdings at a much lower price, say if they bought around the 30c-35c range, they would make their total holdings at a more comfortable sp of around 60c.
also just noted the course of sales, looks like there is no large amount of share dumped at one transaction, but the big boys can play with that as well, who knows.
just a guess.
