I think cashless cards with hard limits could help some problem gamblers who might otherwise make an extra trip to the ATM. However, it doesn't make the machines less harmful if the cashless card simply delays the loss of a compulsive gambler to the next day or week. Lowering the max bets would be far more helpful.
The Tassie proposal is incredibly tight and the starting limits might be appropriate for someone on welfare. Supposedly players can apply for higher limits with evidence, maybe the gov will decide for you an appropriate percentage of income to be able to spend? I can't see NSW being that tight, but who knows. I don't think Dom has spelled out the finer details yet has he?
